The Coordinating Council for Independent Living, Inc. (CCIL) was created in 1980 in response to a comprehensive study and the efforts of a consortium of public and nonprofit service-providing agencies from north central West Virginia, and the Claude Worthington Benedum Foundation, to serve as a leader in promoting, planning, coordinating, developing, and directly providing services necessary to ensure that persons with disabilities have the opportunity to achieve and maintain their maximum levels of independent functioning. The company was initially organized as a non-profit entity, working to enhance community resources for persons with disabilities through consultation, training, and technical assistance; and to develop human potential by providing services directly to disabled persons when such services were not readily available in the community.
Through the guidance and direction of its founder and chief executive, Dennis J. Parrucci, CCIL quickly became a model of excellence in planning and executing health care for disabled individuals. From providing technical assistance to West Virginia's Department of Human Services regarding the development of Medicaid Waivers; to determining the financial feasibility of providing certified home health and related services in unserved and/or underserved counties in rural West Virginia; to providing community living alternatives (residential living facilities) to individuals with developmental disabilities, CCIL has been a leader in providing continuity of long-term care and rehabilitative care. Over time, the company transitioned from being the technical advisor to building an infrastructure that directly provided coordination of services and home-based direct care throughout the entire state.
In 2001, to broaden beyond the limitations of a non-profit entity, Mr. Parrucci oversaw the transformation of CCIL, the non-profit organization, to CCIL, the d/b/a of Mulberry Street Management Services, Inc. (MSMS), a for-profit S-Corporation. In 2002, West Virginia's Choice, Inc. (WVC) was formed as an S-Corporation and in 2004 began providing direct care workers to members utilizing services under the Aged and Disabled Waiver and Personal Care programs. In 2006, Ohio's Choice (OC) was formed as an S-Corporation. In 2012, MSMS became a provider of the Traumatic Brain Injury (TBI) Waiver program. In that same year, the PC program by all providers for the entire state of West Virginia was the subject of a Federal DHHR review. WV Medicaid directed a review to CCIL as an example of best practices.
The founder, President, and CEO, Dennis Parrucci, passed in 2013. Sharon Hayes became President and CEO, and with the current Management Team, took over the leadership of the companies. To ensure that the quality and purpose begun in 1980 and built over the following decades would continue for the people served and the employees who contributed, these West Virginia-owned and operated companies were sold in 2019 to the employees. Mulberry Street Management Services, Inc., d/b/a Coordinating Council for Independent Living (CCIL) and West Virginia's Choice, Inc., as well as Ohio's Choice, Inc., are 100% employee-owned by the direct care workers, the social workers, the nurses, the support staff, and the administrative staff that work here.

This transformation signifies a significant milestone in our journey of growth, expansion, and a commitment to providing enhanced in-home care services.
As West Virginia's Choice transitions to Choice Care at Home, we are embracing a brand name that truly reflects our dedication to delivering compassionate and personalized in-home care services. Our growth has been substantial, with eight strategically located offices now covering all 55 counties in the state. Choice Care at Home continues to stand as one of the largest in-home care agencies in West Virginia, embodying our commitment to bringing exceptional care to every corner of the state.
Simultaneously, CCIL is evolving to better align with its mission of promoting independent living and providing case management support services to individuals with disabilities. As CCIL, we remain dedicated to empowering individuals to live independently and inclusively within their communities. Our expanded range of services and continued collaboration with Choice Care at Home reflects our collective commitment to fostering independence, enriching lives, and advocating for the well-being of those we serve.

Sharon Hayes is the President and Chief Executive Officer, of Mulberry Street Management Services, Inc. dba Coordinating Council for Independent Living (CCIL) and the homecare division. Sharon assumed the position of President and CEO in 2013 upon the passing of Dennis Parrucci, CCIL founder and long-term leader for the companies. She serves on the ESOP’s (Employee Stock Ownership Plan) Board of Directors. Ms. Hayes was engaged in the private practice of law for 30 years.

Mary Plevich Mary Plevich joined the organization as its CFO in 2007. She is the Treasurer for the Board of Directors. Ms. Plevich has over 40 years of experience as a CPA.

David Wilson joined the organization in 1995 and currently serves as the COO for the Homecare Division. Additionally, he serves as the Vice President and Secretary for the Board of Directors. Mr. Wilson has over 30 years of experience in the social services and healthcare sector.

Corey Rosen
Corey Rosen, Ph.D., is the co-founder and senior staff member of the NCEO. He co-authored, along with John Case and Martin Staubus, Equity: Why Employee Ownership Is Good for Business (Harvard Business School Press, May 2005) and, with John Case, Ownership: Reinventing Companies, Capitalism, and Who Owns What (Berrett-Kohler, 2022). He has written, edited, or contributed to dozens of books, articles, and research papers on employee ownership. He is generally regarded as the leading expert on employee ownership in the world. Rosen received his Ph.D. in political science from Cornell University in 1973, after which he taught politics at Ripon College in Wisconsin before being named an American Political Science Association Congressional Fellow in 1975. He worked on Capitol Hill for the next five years, where he helped initiate and draft legislation on ESOPs and employee ownership. In 1981, he formed the NCEO. He serves on seven ESOP company boards.

With work experience in both the private and public business sectors, Parsons spent three years in the chemical industry, 10 years in higher education teaching business management, and 20 years in hospital administration. Her initial interest in governance came from serving on a regional healthcare organization that offers a full spectrum of healthcare from long-term care, assisted living, independent living, memory care, and home care services. She served 18 years on the Monongalia County Board of Education, 10 years on the board of the WV School Boards Association, and is currently Chair of the Morgantown Utility Board, a public water utility.
Barbara offers consulting and advice to a variety of mostly public boards and organizations regarding governance, strategic planning, conflict resolution, and board operations.
Parsons has an MS degree in Industrial and Labor Relations and a Doctorate in Education from West Virginia University. She is a partner with her daughters in Empire 2000. LLC, a property management and rental company.

Samantha Kelley joined CCIL as its Assistant CFO in 2023. Ms. Kelley is transitioning into the CFO position, which includes involvement with Medicaid, VA, UMWA, and private reimbursement, overseeing payroll and benefits, leading and assisting in the preparation of financial statements, monitoring fiscal results of regulatory and programmatic changes, and providing fiscal and operational support for the Company’s short- and long-term strategy. Ms. Kelley’s prior experience includes directing the operations of a nationally accredited preschool program and auditing in the public sector. Ms. Kelley’s combined education and experience enhance her intensive passion for improving the lives of individuals in need.
